Department Chairperson Elections

 

Departments must start to prepare for a Department Chairperson Election in accordance with Article 6 of the Collective Bargaining Agreement. This process begins in the final year of the  three-year term.

 

Steps to be followed:

 

1)                  The Department Faculty will select a Department Nomination and Election Committee.  No candidate can be a member of the Committee.

 

2)                  The Nomination and Election Committee will interact with the members of the Department and solicit nominations.  Once nominated, individuals verify that they are valid candidates.  The Nomination and Election Committee should present the slate of candidates to the Department.

 

3)                  The Nomination and Election Committee will send the slate of candidates to the University President for his consideration and action.  A copy of the slate should be sent to the APSCUF Office.  This should be accomplished by December 1st, but no later than February 15th of the final year of the three-year term.

 

4)                  Upon receipt of the approved slate, the Nomination and Election Committee should prepare a ballot and a schedule for the secret ballot vote of all Regular, Full-time Faculty members of the Department.  Only Regular, Full-time (Tenured and Tenure-track) Faculty vote in this election.  If a Regular, Full-time Faculty is on a leave, every effort should be made to ensure these individuals get an opportunity to vote.

 

The ballot should allow three choices: Yes, No, and Abstain.

 

To win the election, the candidate must have a majority of the Regular, Full-time Faculty (not just a majority of those voting).  The election process is to be concluded no later than April 15th.


5)                  The opening and counting of the ballots is to be witnessed by a representative from APSCUF and a representative from the Office of the School Dean.  Arrangements should be made through the APSCUF Office and the respective School Dean’s Office to have these representatives available.  The representatives will sign a document attesting to the election results.  The Nomination and Election Committee will send documentation of the Election to the University President, with a copy to APSCUF.

 

6)                  The newly elected Chairperson will take office on May 1st.

 

 

Assistant Chairperson:

 

The term of the current Assistant Chairperson expires on April 30th, coincident with the term of the current Department Chairperson.  Those departments with Assistant Chairpersons will follow the following steps to appoint a new Assistant Chairperson after the election of the new Department Chairperson.

 

1)                  The newly elected Department Chairperson nominates an Assistant Chairperson and submits that nomination to the University President for his consideration and action.

 

2)                  The Nomination and Election Committee prepares a ballot and a schedule for a secret ballot vote of all Regular, Full-time Faculty members of the Department.  Only Regular, Full-time (Tenured and Tenure-track) Faculty vote in this election.  If a Regular, Full-time Faculty is on a leave, every effort should be made to ensure these individuals get an opportunity to vote.

 

The ballot contains only the candidate selected by the newly elected Department Chairperson.  The ballot should allow these choices:  Yes, No and Abstain.

 

To be appointed by the newly elected Department Chairperson, the candidate must have yes votes by the majority of the Regular, Full-time Faculty.

 

This election process is to be concluded by the end of the Spring semester in May.

 

The Contract Implementation Office at State APSCUF has stated, "APSCUF cannot run a department's elections. There is only one exception, and that is in Article 23.A.2.d., which requires APSCUF to conduct the library chair's elections.
